Is the American Red Cross a federally run organization?

This is what I know....
The Red cross is...
Congressionally Chartered
Board is appointed by the president
but in actual is it a "Federally managed agency?"

Public Comments

1. No...it is not Federally managed. I had worked with Red Cross for over 19 years. I have also been a manager and Coordinator on the National level. There is a governing board which is comprised of Volunteers, not paid professionals. There are operations out of DC which work in conjuction with FEMA and other Federal Municipalities, but to recieve federal aid a person must first seek out Red Cross as a case file, then proceed to FEMA so that services are not duplicated. It is a complicated process. Red Cross does its fair share of screw ups....but it isn't associated to the government.
