What would be some good subjects for a research paper in emergency preparedness, or security?

1. What kind of security procedures are in place for your community's water supply? What do they do to run the pumps and other machinery at the sewage plant in the event of a power failure? What would happen if the water treatment plant burned down or was damaged in an earthquake or terrorist attack? What kind of contamination can they remove?
A lot of people look at the security of obvious targets like airports and power plants, but the mundane things, like a sewage treatment plant, can have a much more immediate impact on your daily life.
2. Old Fuzz Killed what I was going to say. Do that.
If your paper is not too long you could mention the radioactive cat detected while going down the highway, by a cop with a radiation detector looking for low level nuclear waste.
3. Well, I'm a police dispatcher so I'll speak from what I know. Dispatch centers are the most vital part of a police department yet they are the least prepared in most cases for a disaster.
Think about what happens in a disaster: first the disaster happens and then the calls start pouring into the center. It is now the dispatcher's job to get help quickly where it needs to go. Sometimes a dispatcher is there for 3+ days during an emergency and gets little/no rest.
Think about Hurricane Katrina. There were dispatchers there that didn't even know if their families were dead or alive and they kept doing their jobs.
At minimum centers should be equipped with water/food supply, blankets, flashlights, matches, etc....but 75% are not.
I think this would be an excellent topic to research because really, dispatchers are a vital part but often overlooked section of law enforcement
