where is the office of emergency preparedness in Merced County Ca?

If we were to have an earthquake via the san andreas fault,
where would someone go to volunteer their services(help) to
those in need-specifically. such as a command post or disaster response team? Also,do we even have such an agency setup to serve the public-volunteers?
