Are there many countries that whine so much about giving emergency aid?

even to disasters in their own country?

1. Yes, particularly the USA, which doesn't even take care of their own, like in the Katrina disaster

2. If a country has a great sense of community and social value, (even if poor, think of Cuba, which if you remember offered aid to the US after Katrina, and was refused!) feel that it is the thing to do therefore there is little if any moaning!
However the trend is that the more individualistic a culture the more egocentric the members!

3. There are some great philanthropists in the US but despite that it is very difficult to pry a quarter loose fro a lot of Americans.

Rather than posting people's tax returns we should publish people's charitable donations from when they turned 18 if they wish to run for office. We'd have to leave out instances like when Bush was forced to give charitable time.
