How could I start a first aid kit package to poor families throughout the world?

How does one go about all the legal handling if any?

Who should I contact regarding this and how would I get these kits to those families in need?

I am serious about this and I want to start a non profit organization that would help people with a first aid kit.

1. one of the first thing that goverment do ,is start looking into their budget that poor people must be given a pacakage that provide the basic tools to live and provide for their family.that means food clothing and job.
