Why is there so little emergency preparedness for the 99% major earthquake probability?

within the next 30 years in California where nuclear reactors were built near the earthquake faults?http://www.sciencedaily.com/releases/2008/04/080414203459.htm

1. They had a state-wide drill last year, and I'm sure there are systems set up in case of an emergency like that, but in the end with respect to earthquakes, you just have to ride it out, it isn't going to be good.

2. Its because Earthquakes are completely random. We can't screen 300k under solid rock. The "big one" can happen today or 5000 years from now but it is happening.

3. The east coast is sitting on a major fault and has far more Nuclear Plants then California.
