Can I donate blood through the American Red Cross if I recently received a tattoo in New Jersey?

I am hoping to be able to donate through the American Red Cross as they have been calling me recently because there is a shortage of my blood type. The American Red Cross website says that I am eligible to donate if it was done in a regulated state but I cannot find information on New Jersey tattoo laws stating that it is a regulated state. Any help is greatly appreciated.
