1. They are probably referring to the Red Cross course offered at many local hospitals for teens to become certified in CPR, both infant and child. It also teaches you how to be safe around the house (cooking, etc.) and what to do in emergencies.
Check your local hospital to see if they offer it, or talk to the PTA to see if they offer a course.
2. It depends on your state. Are you under 18? The Red cross offers a babysitting course, which teaches you CPR, first aid, and the general babysitting material.
If you are over 18, they are probably wanting you to be a certified home caregiver, which you will have to do through DSS. In SC, it's very simple, all you have to do is fill out paperwork and get fingerprinted (everyone in the home does). But other states are more strict as to what you have to do to get certified. Often though, you can watch one non related child without having to be certified. But I would not let anyone that is not certified watch my children.
3. Get your child and infatn CPR and general first aid certificate (look up St. John's Ambulance).
Also, get your criminal record check (about $50 but worth it, or if you have a working visa for another country like I do, this works!).
You can also take 'babysitting lessons' if you are young, but experience is much more valuable.
4. Contact your local Red Cross. They have a babysitting certification class. I went when I was a teen and babysitting.
