I was told i could use ADF to apply for a first aid at work course at dudley college?

I made an appointment with the job centre and they told me no. I ave been signing on for more than six months to say the least and the job centre refereed me to a course at college which i am currently attending and i was hoping to add the first aid course into that schedule but now i cant. Any idea why?
