legal requirement for first aid kits in caravans for rental?

1. What country are you renting a caravan in?

It matters, because some countries do not require one.

2. There is no law that requires first aid kits. A company may make a policy that states they will, but there is no law.

3. Not sure about that one. It's legal in the UK for every business to have a first aid kit and an accident book, maybe rentals could be classed as a business. You could try ringing Health & Safety at your council.
Anyway you can buy a very cheap kit from Boots if you have too.

4. Not required legally, but Fire extuinguishers are.
